Program Design (Capacity)

Program standards represent ideal actions, activities, and conduct that are necessary to effectively operate a microenterprise development organization. The standards are set separately for training/technical assistance focused organizations versus lending organizations:

• The training program standards assess program development and delivery for business development training, consulting, coaching, and mentoring.
• The lending program standards assess program development and delivery for managing the loan portfolio and managing the lending process.

Numerical Performance (Scale)

Impact analysis is currently based on numerical standards of performance from organizations participating in Microtest (industry wide performance evaluation project of the Aspen Institute). The standards are determined separately for training/technical assistance focused organizations versus lending organizations. The training program standards measure demographics, volume of clients by rural versus urban, business plan completion rate, and cost of services. The lending program standards measure demographics, loan loss rate, restructure rate, at-risk rate, outstanding loans by loan fund size, and cost efficiency.
